NEWEST COMMISSIONER: Miami-Dade County installed Joe Martinez as its newest commissioner Tuesday. The career Miami-Dade County Police officer was elected to District 11, which includes Kendall. The seat was held for seven years by Miguel Diaz de la Portilla, who lost a bid to replace Mayor Alex Penelas.


FIRST BITTERBALLEN:
The newly minted Netherlands American Chamber of Commerce of Florida is holding its first "Business, Bier & Bitterballen" networker at 6 p.m. Nov. 1 in the Exchange Room at the Hotel Inter-Continental Miami, 100 Chopin Plaza. Hugh V. Simon Jr., under secretary of international affairs for the Florida Department of State, is to talk on "Free Trade Area of the Americas: Florida's Role in European-Americas Trade." RSVP. HAITIAN LUNCH: A luncheon discussion, "The Continuing Quest for Democracy & Development in Haiti," is being held from 12:30-2 p.m. Nov. 1 in the Faculty Club at the University of Miami, 1550 Brescia Ave., Coral Gables. NEW SALUD CHAIR: The Miami Medical Alliance, or Salud Miami, named Ed Rosasco chairman. Mr. Rosasco, who replaces CEO Baptist Health's Brian Keeley, is CEO of Mercy Hospital. The alliance, now in its third year, markets Miami to Latin America as a destination for medical excellence.


BOVIS POST: Bovis Lend Lease, which is now working on the Four Seasons Tower on Brickell Avenue and Brickell Summit Grand on South Miami Avenue, named Charlie Bacon CEO and Larry Atkins COO of Bovis Land Lease America. Mr. Bacon replaces Bill Moss, who announced plans to retire at the end of this year after four years with Bovis.


MAM NEWS:
The Miami Art Museum announced its MAM Newsletter won in the newsletter category in the 2000 Southeastern Museums Conference Publication Design Competition. The publication is designed and produced by Tom Weinkle, Miki Speijers and Frank Begrowicz of Vortex Communications in Miami. Edited by Troy Moss, it is written by MAM staffers and features photos by Juan E. Cabrera and cover photos by Paul Morris. Museum officials say MAM's was one of 180 entries bidding for the prize.

GIVEAWAY: Continental National Bank of Miami announced it got $326,000 in federal grant money "to expand its financial services and lending activities to under-served markets." Continental becomes, said CEO A. Buster Castiglia, the first commercial bank in the region to tap federal coffers from a Community Development Financial Institution Fund operated by the US Department of Treasury.


ELITE EXTENSION: Elite Fine Art, 3140 Ponce de Leon Blvd., Coral Gables, has extended three weeks to Nov. 24 the display of an exhibit, "What I Have Seen in the TV Screen," by Siron Franco from Brazil. Details: (305) 448-3800.


DOWNTOWN DOWNTOWN:

QUAKER STATE BUY: Murton Realty bought the Quaker State Building on 3.42 acres at 7500 NW 74th Ave., adjacent to the Palmetto Expressway, for $1.35 million. The property includes a 29,000-square-foot building. Murton Roofing will occupy the site. Ed Redlich and Ron Redlich of ComReal represented the seller, the trust department of Northern Trust Bank, in the transaction. Patrick Brown of US Commercial was co-broker.


FULL SLATE: The 81,983-square-foot Shoppes of Liberty City, Northwest 54th Street and 12th Avenue, is 100% leased. Winn-Dixie is anchor for the mall, which will open this month, managers say. The project is a joint equity investment of Broward-based Redevco Enterprises and Fannie Mae's American Community Fund.


PARKWAY LEASE:
The Trane Corp. leased 29,250 square feet at Miami International Parkway, 2660 NW 89th Ct., from Whitefield & Bloom. Laura Kessel and Edgar Jones of Grubb & Ellis represented the tenant.

MEINEKE LEASE:
Meineke Mufflers leased 7,014 square feet at Florida International Plaza, Southwest Eighth Street and 107th Avenue, where it will operate a muffler, suspension and brake store. In the transaction, Josh Rodstein and Jeremy Larkin of Larkin Schmidt Commercial represented the landlord, Saddleridge Holdings, and Arnold Fishman of Coldwell Banker NRT represented the tenant.

WOMEN'S FORUM:
About 500 delegates are expected to attend the International Women's Forum Oct. 26-28 in the Loews Miami Beach Hotel. Local historian Arva Moore Parks is a co-chair. Speakers include Beth Sawi, executive vice president of Charles Schwab; Manto Shabalala-Msimang, minister of health for South Africa, and local architect Elizabeth Plater-Zyberk. KOREA BOUND: Florida Gov. Jeb Bush will play host and lead a trade mission to Korea Nov. 19-20 for businesses based in the Southeast US — including representatives of firms in Florida, North Carolina and Virginia. Details: (305) 870-5030.


DASHING FESTIVITIES: The governor has been invited to attend a 10th year birthday bash at 10 a.m. Oct. 27 in the Design & Architecture Senior High School, or DASH, 4001 NE Second Ave. Among features later in the day at DASH is a 2 p.m. chess game with costumes and performances by students. BIG FISH AGAIN: Big Fish restaurant, 55 SW Miami Ave., re-opened for lunch this week after nearly three months of shut-down. The outdoor eatery has been a Brickell-area landmark. Details: (305) 373-1770.


DINNER CLUB: Miami Bond Club will have a dinner meeting at 5:30 p.m. Oct. 25 in the Miami City Club on the 55th Floor in the First Union Financial Center, 200 SE Second St. Robert Nydegger, director and senior analyst for emerging markets in Latin America for the Credit Research Group, and Joseph Petry, director of emerging markets in Latin America for Credit Suisse First Boston, will speak on "Market Trends and Value in Latin American Debt." GROVE OPENING:
The Miami Parking System announced plans to open its 160,000-square-foot Oak Avenue Parking Plaza at Oak between Rice and Mary streets in Coconut Grove on Nov. 1. The garage component has space for 416 cars. About 16,000 square feet are dedicated to retail.
