   NEW RESTAURANT: Construction is under way on Emeril's Restaurant Miami Beach, owned by chef Emeril Lagasse, star of "The Essence of Emeril" And "Emeril Live" on the Food Network. The 8,000-square-foot eatery, to open Nov. 1, is to feature a dining room, an exterior café, a foot bar and a cocktail bar on the ground floor of Loews Miami Beach Hotel, 1601 Collins Ave.
   
    STATE STRATEGY: Regional priorities and strategies for South Florida's economic future will be discussed at an 8 a.m.-noon workshop Sept. 4 at the Deerfield Beach Hilton Hotel. It's part of an effort launched by Gov. Jeb Bush to update the State Strategic Plan for a seven-county area including Martin, St. Lucie, Indian River, Palm Beach, Broward, Miami-Dade and Monroe counties. Topics include economic diversification and job creation; workforce development; infrastructure; and liveable communities. Attendees must register online before Aug. 28 at www.browardalliance.com.
   
    DISABILITIES CONFERENCE: The National Association of the Americans with Disabilities Act coordinators' national conference is scheduled for Oct. 20-23 at Hilton Miami Airport. Speakers Cari Dominguez of the US Equal Employment Opportunity Commission and John Wadatch of the US Department of Justice's Disability Rights Section are to provide updates on case law, federal voting requirements and disability confidentiality requirements.
