Theodore Carter aims to solidify South Florida offices as regional leader for real estate firm CB Richard Ellis

   Los Angeles commercial real estate firm CB Richard Ellis, a Fortune 1000 company, has named a 15-year veteran of building public-private partnerships experienced in delivering results as its leader for the South Florida market.
   He is Theodore "Ted" Carter, 40, who has held key positions in New York City and Newark, NJ; in District of Columbia government; in the US Treasury Department; and most recently at the National Capital Revitalization Corp. in Washington, a publicly chartered corporation focused on revitalizing underserved and emerging neighborhoods there.
   Mr. Carter, who took on his new role last week, was interviewed by Miami Today international editor Michael Hayes.
